Representative Titus proposed an amendment that begins on page three and it strikes the language "material containing any quantity of" on three lines. (Attachment 1)
Representative Titus moved, Representative Schlingensiepen seconded, to adopt the amendment. The motion carried. Representatives Carmichael, Schlingensiepen, Martinez, and Highberger requested their "aye" votes be recorded.
Representative Owens proposed an amendment that would change to a permissive inference. (Attachment 2)
Representative Owens moved, Representative Eric Smith seconded, to adopt the amendment. The motion carried. Representatives Carmichael, Schlingensiepen, Martinez, and Highberger requested their "aye" votes be recorded.
Representative Eric Smith moved, Representative Turk seconded, to recommend SB414 as amended, favorably for passage. The motion carried. Representatives Carmichael and Martinez requested their "nay" votes be recorded. Representatives Highberger and Schlingensiepen requested their "aye" votes be recorded.
