Chairperson Johnson opened the hearing on SB399.

Eileen Ma, Assistant Revisor, Office of the Revisor of Statutes, provided an overview of the bill and stood for questions. (Attachment1)

Proponent Testimony:

Kendra Wyatt, BSIE, Chief Executive Officer & Co-Founder, New Birth Company provided testimony in support of SB399 stating the inclusion of “maternity center” as a defined healthcare provider is a technical update such that a qualified KDHE licensed maternity center licensee can apply to the availability plan and healthcare stabilization fund as a malpractice carrier of last resort and without this update, their ability to continue to operate the Overland Park maternity center is uncertain at best. (Attachment2) Ms. Wyatt stood for questions.

Neutral Testimony:

Clark Schultz, Executive Director, Kansas Health Care Stabilization Fund provided neutral testimony stating SB399 would add “maternity centers” to the definition of healthcare providers, requiring them to purchase $500,000 base insurance, and $500,000 additional coverage from the Stabilization Fund. (Attachment3) Mr. Schultz stood for questions.
