Lacey Hunter, Commissioner, Survey, Certification and Credentialing, Kansas Department for Aging and Disability Services, provided neutral testimony on HB2784 (Attachment 7). A CCRC is a national designation for a facility type with multiple levels of care ranging from independent living to skilled care. The addition of CCRC to the definition of adult care home would require the creation and on-going monitoring of licensure and regulatory oversight of independent living facilities and homes. This does not exist in statute. If independent living is to be included in the definition of adult care homes, they would move an unlicensed, unregulated setting to a facility type that must comply with regulations common to all adult care homes. This would include hiring of CNAs and CMAs for direct care staff roles, inspections by KDADS staff and the State Fire Marshal. KDADS is neutral on this change of authorization.
