Changing the bonding and cost requirements for animals taken into custody under a violation of cruelty to animals.

Natalie Scott, Assistant Revisor, provided an overview of HB2206 and answered questions from the membership. (Attachment 16)

Sheriff Jeff Richards testified in support of HB2206 saying they considered their proposed amendments to HB2206 as technical amendments and they believe they are consistent with the legislative intent of SB112 passed in 2017. Their motivation to present this bill developed from issues they encountered in an incident occurring in Franklin County last year explained in the attachment. Their proposal clarifies any funds collected for the care of the animals will go to the entity who is otherwise responsible for the care of the animal. They worked with their attorneys and with the revisor in developing these clarifications. Sheriff Richards addressed questions from the membership. (Attachment 17)

Chairperson Patton closed the hearing on HB2206.

Chairperson Patton told the membership they would have action of the following bills at tomorrow's meeting (Feburary13):  HB2079, HB2097, HB2104, HB2105, HB2137.  He then adjourned the meeting at 4:43 pm.
